Competitiveness of the organisation consists in quality of the personnel. The personnel becomes the main resource of the organisation. The organisation is obliged to provide conditions for realisation of the purposes in the field of quality of the personnel and due quality management of the personnel. There are theoretical aspects of quality management of the personnel considered In this article, methods and conditions necessary in a control system of quality of the personnel are allocated.

The author distinguishes the problem issues in the modern bank risks monitoring, she also explains the key direction in increasing its effectiveness. The article shows the necessity of working out and realization of the complex bank risks monitoring system. There is given the analysis of the role of bank risks monitoring in the work of commercial banks during 2008–2009.

The author makes a conclusion about a formal construction of the corporate management in the majority of the companies.

The article is devoted to the processes of commercial banks restructuring. It identifies the vital reasons for the restructure processes in different forms. The author makes a detailed analysis of the influence of the human factor and culture on the restructure process in the forms of mergers and engrossments. There are given the examples of the consequences of the cultural variants implementation in the process of restructure. The basic reasons of the failures in the process of restructure are given in the article.

Aspects of the Economic Independence Forming in the Regions of Russia

The article deals with the problem of economic independence forming of the regions considering such forms of its being as selfdetermination, self-governance, and self-realization. Moreover, it is proved that the economic independence creates the possibility of unlimited development of the productive forces and improvement of the industrial relations.

Special Features of the Municipal Budgets Carrying out in 2008-2009

The article is devoted to the problems of forming and carrying out the municipal budgets under the crisis conditions. The author analyses the problem aspects of carrying out local budgets in 2008-2009, and possible measures of increasing the budget incomes on the municipal level. The opinion about the necessity to cut down a part of the subject inter-budget transfers in these budgets, is given in the article. The author shows the analysis of the budget incomes structure of the municipal district of Saratov city.
