The President’s Role in Preserving Sovereignty, Independence and National Integrity in Foreign Countries

Abstract: 

Introduction. The preservation of sovereignty, independence and national integrity is one of the main functions of any state because it is directly connected to the state’s existence and purpose. This function is exercised by means of carefully coordinated work of all governmental entities, led by the head of state. In countries with a republican form of government the President is considered the head of state. The President’s functions and amount of powers in the area of preservation of sovereignty, independence and national integrity depend on the type of the republican form of government. Purpose. The main goal of this article is a comprehensive analysis of the President’s role and powers in the area of preservation of sovereignty, independence and national integrity depending on the form of government. Results. The author confirms that there are significant differences in the President’s powers in the area of preservation of sovereignty, independence and national integrity. Those differences significantly depend on the country’s form of government. However, there are powers common to all countries, regardless of their form of government. Conclusion. The President’s powers in the area of preservation of sovereignty, independence and national integrity largely depend on the President’s general role in the system of governmental entities. In republics with presidential or mixed forms of government the President is granted extensive powers in the area of preservation of sovereignty, independence and national integrity. In a parliamentary republic, the President’s powers are more formal and representative in nature. The real powers in the area of preservation of sovereignty, independence and national integrity and in the general area of managing the government lie with a separate executive branch.
