The article is devoted to the preparatory stages of the new 1993 Constitution of the Russian Federation. Some aspects of political and legal ideas of various groups of population about the new Constitution and its role in the formation of the Jural State in Russia are covered. The role of the Russian President in preparation and adoption of the 1993 Constitution of the Russian Federation is discussed.

The form of government as one of the three characteristics of the structure of the state, determined by the method of formation of the public authorities. The classic formula defines a republic as a form of government in which the supreme authorities elected or formed a national representative institution.

Introduction. The preservation of sovereignty, independence and national integrity is one of the main functions of any state because it is directly connected to the state’s existence and purpose. This function is exercised by means of carefully coordinated work of all governmental entities, led by the head of state. In countries with a republican form of government the President is considered the head of state.
