In the article the reasons are revealed, and also base theories of regional economy regarding a substantiation of inter-regional social and economic disproportionality are considered. Unacceptability of realization of policy of regional development in modern Russia in which basis the principle of disproportional development of regions would lay is proved. 

In the article priorities of regional economic policy of the federal centre within the limits of existing basic concepts of mutual relation of system «the centre – region» are considered. Besides, base paradigms of region and strategy of social and economic development of regions of Russia corresponding to them are considered.

The mechanism of regional reproduction, carried out economic the independent regions of Russia, is expounded in the article. Objectivity of its existence is proved in the conditions of market economy. The features of regional reproduction and its likeness are showed with reproduction at the level of other managing subjects.

The article deals with the problem of economic independence forming of the regions considering such forms of its being as selfdetermination, self-governance, and self-realization. Moreover, it is proved that the economic independence creates the possibility of unlimited development of the productive forces and improvement of the industrial relations.

The article gives a general description of the region as a unity of aggregate economic agents and economic system within the national economy. Consider its systemic features, particularly the reproductive process, in common with the national economy and specificity of economic processes.

It is caused by unevenness, multidirection, differences in qualitative and quantitative characteristics, and a temporary dichotomy of structural shifts in terms of the spatial structure of the country’s economy. In article the general characteristic of regional reproduction is given, its distinctive features and a place in system of public reproduction are shown. It is proved that realization reproductive process at regional level corresponds to market principles of the organization of the economy, expressed in an effective utilization of economic potential of national economy of Russia.
