The article considers the specificity of the Russian Federation Constitution enshrined the principle of equality before the courts in relation to the adversarial principle. The author substantiates the idea that this principle has two aspects, expressing its essence: the substantive and procedural. In the material sense, it represents a concretization of the constitutional principle of equality and is largely associated with the provision of formal or de jure equality.

Improving the legislation on civil service causes the increasing demands for personnel services to employees of public authorities.

Considered the procedure of appointment and production expertise of electronic documents submitted as evidence in the court of arbitration. Special attention is paid to the analysis of other computer-technical expertise. Allocated objects, provided by the experts for the computer forensics documents on the machine magnetic media.

The article is devoted to the budgetary reform in Russia. The author is examined questions of passage to the medium-term budget planning, shaping of state (municipal) job for the noncommercial establishments, realignment of the network of public institutions, formation of program budget. For example to Saratov region and the city of Saratov are given the positive aspects of the conducted changes in the budgetary sphere and their problematic moments.

In this paper we consider the problem of regression analysis of spatial data on an example of trading networks in the city of Saratov are considered, using the law of retail gravitation.

In this article are discussed questions of the practical realization in the Volgograd region a new self-government form – territorial public self-government. There was described a positive experience of the region, that prove its viability. The reigning feature of projects under development in the region is implementation of a distant interactive government and administration under administrative-civil partnership. 

Improving the system of indicators for an objective assessment of spatial heterogeneity of socio- economic development of municipalities is the subject of discussion in this article. It is proposed to use the geoinformational system (GIS) and simple and complex ranking cartograms (thematic maps) as a means assessment of spatial socio-economic and natural resource asymmetry in the region.

The article explains the necessity of the integration interaction between universities and business in order to effectively develop the national innovation system. The article generalizes possibilities of such integration. One possibility is when universities receive free access to the implementation of valuable ideas to market through the establishment of a mechanism of an active technology transfer. In the article examines the basic forms, tendencies, and limitations of the integration interaction between universities and business.
