Institutional Maintenance of Strategic Planning of Territorial Development in Russia

Now interests of realization of a system territorial policy only in small degree are reflected in the current legislation. However, considering that the majority of territorial programs has a strongly pronounced regional orientation, follows more accurately oriented the legislation on the decision of priority, strategic problems of territorial management.

Constitutional Obligation of Parents to Take Care of Children in the Russian Federation: Concept and Characteristics

The article focuses on a constitutional obligation of parents to take care of their children in the Russian Federation. This issue has not yet been thoroughly studied in the Russian constitutional law science despite vital importance of its key issues: child upbringing, financial support, education, health care, etc. The author gives definition of the given constitutional obligation and describes its characteristics. The author dwells on the concept and characteristics of this constitutional obligation.

Development of Constitutional Principle of Inadmissibility of Censorship in the Russian Federation

The given article explores the history of emergence of the statement of inadmissibility of censorship first in laws of the press and mass media and later in the Constitution of the Russian Federation. Comparative analysis of prohibition of censorship in the constitutions of 12 countries formed within post soviet territory has been carried out. Prohibition of censorship is considered to be a guarantee of freedom of thought and speech, freedom of expression and belief, and a right of collection and dissemination of information.

Protection of Socio-Economic Rights of Citizens in the Activities of the Constitutional Court of the Russian Federation and Mongolia

The paper done comparative legal analysis of the protection of so‑ cio-economic rights of citizens in the activities of the Constitutional Court of the Russian Federation and Mongolia. The issue of financial support for the development of urban agglomerations is one of the most relevant, since the timeliness and completeness of the integration processes financing largely determine the success in achieving the goals of creating agglomerations. Of particular importance is the budgetary and tax integration of local territories included in the single agglomeration space, since the current legislation establishes significant independence of local authorities in the formation of local budgets. Using Multi-state Markov models to predict the probability of borrowers’ default

Introduction. After the crises, lenders realized the importance of assessing the risk of default on loan portfolios in various economic conditions. Modeling of credit risk assessment occurs mainly using internal ratings of banks based on probabilistic models of defaults of borrowers over a certain period of time. Theoretical models. Three models are considered. The fi rst is a naive Markov model with R states. The transition matrix is given. The second is a Markov model with multiple states with covariates.

On the issue of forming a university hub in the concept of open innovation

Introduction. A feature of Russian innovative economy development is the need to solve many problems in a limited time frame, which include the accelerated development of domestic production and the market through the introduction of innovative solutions in the context of minimizing external economic threats associated with anti-Russian sanctions from unfriendly countries.
