In the article is considered the problem of legal qualification of offences in the Ministry of Internal Affairs of imperial Russia, revealed by Extraordinary Committee of investigation of Temporary Government is investigated. The commission the decision to involve heads of Department of police of the Ministries of Internal Affairs responsible for the organization provocation of activity, as for malfeasance – excess of authority was accepted.

In article is considered organization and the main trends to activity of the investigаtion parts of the Extraordinary Committee of investigation of Temporary Government, founded for investigation unlawful on job titles action former minister and other high dignitary to Russian empire.

The paper considers the medical care organization of prisoners under investigation of Extraordinary Investigation Commission (EIC), senior officials of the Russian Empire, locked up in the Peter and Paul Fortress.
