The article is devoted to the problems of forming and carrying out the municipal budgets under the crisis conditions. The author analyses the problem aspects of carrying out local budgets in 2008-2009, and possible measures of increasing the budget incomes on the municipal level. The opinion about the necessity to cut down a part of the subject inter-budget transfers in these budgets, is given in the article. The author shows the analysis of the budget incomes structure of the municipal district of Saratov city.

Introduction. The choice of a method of an assessment of innovative and investment projects remains very difficult business. There are various points of view of the Russian scientists on this problem, there are most various ways of an assessment of the projects, having pluses and minuses. Justification of application of this or that method in various situations is necessary. Theoretical analysis. As an object of research criteria and methods of an assessment of efficiency and a choice innovative and investment projects are chosen.

Introduction. Crisis events in the economy, high competition in the market, annual increase in prices of material resources lead enterprises to seek ways to reduce the cost of products/services in order to increase efficiency. In most cases, when solving the MOB task (“make or buy”), the enterprise gets significant savings and competitive advantages in transferring, mainly non-core functions, to a third-party organization.
