Digital divide in the local government system: Concept, criteria, ways to overcome it

Introduction. Since the end of the 20th and beginning of the 21st centuries, all areas of social management, including public management, have been seriously influenced by modern digital technologies, which, on the one hand, create new opportunities to increase the efficiency of management activities; on the other hand, they pose certain risks, potentially provoking digital inequality. The article presents an analysis of the prerequisites and causes of digital inequality in municipalities.

Some reflections on the 20th anniversary of the Federal Law “On the General Principles of the Organization of Local Self-Government in the Russian Federation”

Introduction. Legal regulation in the fi eld of local self-government has been carried out by the key Federal Law “On the General Principles of the Organization of Local Self-Government in the Russian Federation" for twenty years. It is periodically criticized due to numerous adjustments, and, after the 2020 amendments to the Russian Constitution, its “resignation” was already predicted. However, the bill prepared to replace it did not stand up to criticism and died out in the State Duma.

The System of Russian Legislation: a Three-level Vertical Subordination

Introduction. The article is devoted to the study of structure of system of the modern Russian legislation, which reflected the principles of organization and activity of public authority in Russia, including the principle of federalism, the analysis of the actual structure of the legal system. Purpose. The main objective of this manuscript is to design the structure of the modern Russian legislation on the basis of theoretical ideas about it, and also taking into account the principles of the organization of public power. Results.

Constitutional principles of the creation of federal territories in Russia

Introduction. During the constitutional reform of 2020, part 1 of Article 67 of the Constitution of the Russian Federation was supplemented with a provision on the possibility of creating federal territories. In this regard, questions need to be resolved about how the constitutional novel should relate to the principles of federalism established by the Constitution of the Russian Federation, and what the principles for the creation of federal territories in Russia are. Theoretical analysis.

Constitutional-legal and socio-economic prerequisites and goals for the creation of federal territories in the Russian Federation and abroad

Introduction. The establishment of the possibility of creating federal territories in the Constitution of the Russian Federation and the subsequent adoption of the Federal Law “On the Federal Territory “Sirius” No. 437-FZ of December 22, 2020 make us take a closer look at foreign experience in determining the constitutional legal status, mechanisms of creation and features of functioning of federal territories.
