Introduction. The urgency of studying the issues of management approaches to ensure that the process of providing municipal educational institutions of hot food is a serious organizational problems and imbalances in the financing of this sector. Theoretical analysis.

Introduction. Crisis events in the economy, high competition in the market, annual increase in prices of material resources lead enterprises to seek ways to reduce the cost of products/services in order to increase efficiency. In most cases, when solving the MOB task (“make or buy”), the enterprise gets significant savings and competitive advantages in transferring, mainly non-core functions, to a third-party organization.

The article covers the problem of options to restructure a non-core asset (a canteen) as a part of crisis management. this problem is topical for many enterprises of food industry since the distinctive features of some of them (e.g. large number of employees, remote location, enterprises's own canteen) do not allow to cancel food supply for emploуеes at the expence of employer.

The article considers priority directions of the development of outsourcing tools, allowing to increase effectiveness of using of the limited budget in the logistics security system of the Armed Forces of the Russian Federation.
