Planning of Regional Economic Systems on the Basis of Adaptation and Spatial Modelling
Introduction. Recognition not efficiency of regional plans and need of their continuous completion in real time becomes a consequence of tendencies of modern practice of regional government in aspect of justification, development and adoption of planned decisions on development of regional economic systems. Theoretical analysis. It is offered a way of improvement of the principles of regional planning to reveal a priority of adaptability of regional economic systems understood as property, raising their stability from perception of external influences with the minimum losses for itself. Acceptance by these types of regional planning of unity of formats of disclosure of imperatives of innovative development of regions in them, causes strategic and tactical compatibility and interaction of social and economic plans and territorial plans. Results. Regional economic systems transition from functioning to development on adaptation and spatial model is based on improvement of spatial approach in regional planning, and in its components: social and economic and in the territorial planning assuming modeling of forms of their interaction through an assessment of adaptability who allows to form motivated strategy of development of regions taking into account the potential of transformational changes.
