Constitutional and Legal Mechanism of Public Power in Crimea: Problems and Tendencies of Development

Abstract: 

Introduction. In modern conditions one of the promising areas of research is the analysis of the constitutional-legal development of new subjects of the Russian Federation – Republic of Crimea and Sevastopol, including the problems and tendencies of development of constitutional legal mechanism of public power. Theoretical analysis. The system of public authorities in the Crimea is based on the totality of the constitutional and legislative statutes containing the order of their formation, principles of functioning, the mechanism of interaction with other entities of the Federal and regional level. Empirical analysis. The process of formation of public authorities of new subjects of Federation can be considered complete. The regulation of social relations in the sphere of Association were swift, almost simultaneous in nature, which demonstrates the desire of the Federal centre and subjects of Federation to convergence in legislation and enforcement. Results. The results revealed problems in the functioning of the constitutional-legal mechanism of state power in the Republic of Crimea and city of Sevastopol and formulated the basic constitutional-legal tendencies of development of subjects of the Russian Federation.
