In the article problems of the market relations influence on the forming of the motor-traction contracts system are analyzed. In the work it is concluded, that the majority of contracts, connected with freight, supplement each other and make interconnected system of contracts. 

In article theoretical and methodological questions of National Economy development and transformation are discussed. The matter of categories «change», «movement», «development», «the transformation» is specified. The matter of National Economy’s internal dynamic balance conditions is opened. Cyclic character of National Economy development is submitted as result of consecutive change of conditions external steady imbalance and internal unstable balance of system.

In the article the reasons are revealed, and also base theories of regional economy regarding a substantiation of inter-regional social and economic disproportionality are considered. Unacceptability of realization of policy of regional development in modern Russia in which basis the principle of disproportional development of regions would lay is proved.

Some basic parameters, by which groups of regions on investment risk are formed, are considered in this article. The rating of the Saratov area on investment risk is shown.

Investment appeal of the Russian regions in this article is considered as the economic category consisting of rather independed characteristics: the investment potential, the investment risk and the number of the regions described in the high investment and low investment risk.

In the article the author analyzes the formation problem of the idea of the legal state definition in soviet and till the soviet period and period of reformation in Russia at the modern stage in according to the constitutional definition of Russian state as social and legal one.
