Corruption Risks in the System State Procurement in Russia

Introduction. In modern conditions of great importance is the establishment of an effective system of public procurement in Russia. It is necessary to analyze the risk of corruption and conflict in this system. This is determined by the relevance of the study. Theoretical analysis. The main corruption risks are: taking bribes employee taking the decision to purchase; bribing decision-makers on the purchase by the customer; the provision of classified information (prices, terms and conditions) to third parties. Discussion of results. The basic contradictions in the system of public procurement are: the contradiction between the objectives of public procurement and the means to achieve these goals, between the selfish economic interests of the two parties to the transaction, between the public interest and the interests of participants in the transaction, that is, the commercial interests of parties to the transaction, between the need to strengthen the role of the state and the weakening of its role in modern conditions. This mechanism for resolving conflicts can be the development of infrastructure of public procurement, reducing the degree of monopolization of the market by increasing the participation of small and medium businesses through electronic procurement, as well as accessibility, transparency of information on public procurement and implementation of standards of quality of the management, hosting and maintenance of public procurement.

Modeling of Innovative Development of Economy on the Basis of the Two Sector of Endogenous Growth

Introduction. Addressing the issues of economic development is driving growth and welfare of countries. Economic development of a country depends on the competitive advantages of the industrial complex and primarily commodity sector of the economy. Theoretical analysis. In the article the theory of imitation and innovation in the framework of endogenous theory economic development to study the dynamics of innovative development of countries with developing and transitional economies. The analysis of the innovative growth of economy in the conditions of increase of volumes of extraction of natural resources, conducted in the framework of the Solow model. Based on the study of foreign and domestic models of economic growth developed an approach that includes a simulation phase, which is the borrowing of advanced technology, and innovation, which dramatically increases the role of private research and development. Discussion of results. The article examines the factors hindering the growth of technological backwardness trap under- and overinvestment. Developed a model that describes the economy consisting of two sectors: the manufacturing sector and the sector of extraction of exhaustible resource. It is proved that in the context of a multisector approach and the endogenous dynamics of technical progress, the nature of the relationship between sectors is complicated. Thus in this work the study of this dynamics is performed using the methods of numerical simulation and mathematical description of the production function of the studied sectors.

Non-targeted Use of Agricultural Land as a Damage Source in the «Municipal District-Region» System

The paper proposes a method to determine the size
of misuse of agricultural land at the regional level and municipal
areas. The purpose of research – to improve the methods of calculating
the value of the damage caused by inappropriate use of
agricultural land. Objectives: to determine the size of misuse of the
land under the Samara region; to generate proposals for improving
the methods for determining injury. Results. The study identified
three types of work, characterized by different structure damage and
temporary occupation of farmland. Each of them offered his own
method of determining the damage and the formula for its calculation.
The results have been tested under the conditions of the Samara
region. Conclusion. In the Samara region annually from 2.5 to 4.0
thousand hectares of agricultural land are not involved directly. To
evaluate the damage was tested a new method that can be used to
simulate the effects of man-made disaster and determine the value
of the damage at the level of the municipal district and the region.

Issues of the Vocational Education on Railway Transport

Nowadays the problem of internal staff training is
ever more actualized. Market conditions make the highest demands
on the process of learning both rank-and-file workers and managers.
Theoretical analysis. This article describes the problems of
personnel training in a reindustrialization, caused by the formation of
a new technological system. Characteristic features of these issues
make additional demands to system of an intra firm vocational education.
Research methodology. The article considers personnel
training on the example of JSC «Russian Railways» – the largest
number of employees in Russia. In the research process were studied
normative legal acts of the Russian Federation and inner documents
of the company, which are the basis for the formation of the human
resources capacity and the developing of forms and methods of the
staff training system. The article attempts to determine the required
competencies of employees of JSC «RZD» and partner companies,
due to the process of re-industrialization and import substitution.
Empirical analysis. The process of stuff training at JSC «Russian railways» is an educational vertical line in all railway networks which
produces the professional and personal development of employees
and managers. There are examined the features of the process
of staff teaching in railway transport connected with the specific
nature of the industry, the uneven distribution of the railway network
in the country. The article analyzes the main programs and
methods of training of various categories of staff. Discussion of
results. The analysed methods of stuff training of JSC «Russian
railways» and enterprises-partners supplying products for railway
transport represent one of the directions of import substitution problems
solution. The main stuff competences needed for the solution
of this task are defined.

The Analysis of Foreign Experience of Innovative Systems Regional

The article discusses the experience of foreign
countries in the formation and development of innovative systems at
the regional level, as well as the possibility of using it in the Russian
economy. Goals and objectives. Development of regional innovation
system is considered as an important task and a mandatory part of the
financial and political activities of federal and regional authorities. The
main reason of establishing a regional innovative system is to unite the
efforts of municipal authorities, scientific and technical organizations,
the education sector and the business section of the economy in the
interests of rapid application of science and technology in order to
implement the strategic directions of the formation of a certain territory
(region) and the reaching the path of innovative lifting by the
economy. Empirical analysis. Analyzes the experience of several
foreign countries in the formation of regional innovation systems,
taking into account the economic characteristics of the countries in
question. Scientific parks, incubators, and other similar structures are
the necessary part of innovation system in the developed countries of
the world. Conclusions. For innovative improvement of regions in
Russia we need to ensure conditions for the development of progressive
technological structure and the attractiveness of innovative space
of regions by forming innovative infrastructure; expansion of staffing
system of innovation; involvement in the economic and civil turnover
of intellectual property and results of intellectual development.

nfluence of Level of the Income of the Population on Development of the Manpower of the Region

Important indicators of level of living of the population
of the region is the income. Relevance of research is caused by
that now unevenness of income distribution of the population of the
region is great. Methods. In this research-level approach, and also
methods of comparison, the analysis, generalization and systematization
of data were used. Theoretical analysis and discussion of
results. In article income analysis of the population is carried out,
differentiation of the income of the population by types of economic
activity, national groups is characterized, comparison of the actual and
planned measure values of social policy of the region is performed,
influence of level of the income on development of a manpower of the
region is revealed. Conclusion. So, the income of the population
is higher, the level of living of a manpower is higher. As now the big
share of the population with the high and average level of the income
has opportunity to provide the development so far as there will be an
improvement of economic and social situation of the region.

Creation of the Estimated Control System Innovative and Investment Projects on the Basis of Imitating Modelling

Transformational changes taking place in the global
economy, demand better management of investment processes in
the enterprise, advance planning of possible changes in the internal
and external environment and timely adaptation to changing conditions
in accordance with the objectives of the enterprise. Relevance
of the problem considered in article is explained by it. Instruments
of research. Appraisal of the project progresses, usually carried
out under conditions of uncertainty, known or implicit dependencies
integrated indicators on the parameters influencing factors. Indicators
of integral evaluation of the project can be calculated from the use of
IP-deterministic approach, using of functional dependencies. Results.
Using a simulation model allows the assessment of the promotion of the
project and to efficiently manage this process. Testing of the simulation
model evaluation system implementation of innovation and investment
projects carried out on the basis of the draft 101-apartment house in
the town of Saratov. The advantage of this model is the ability to control
its use and regulators of promotion of the project. Use of imitating
model allows to make an assessment of the course of promotion of
the project and quickly to operate this process. Ensuring compromise
simplify the presentation of complex processes and adequate display of
economic phenomena is possible by the development of a simulation
model that uses heuristic techniques allow to design an evaluation
mechanism to analyze and optimize the management of innovation
and investment projects in housing construction.

Theory and Practice of Development of Internet Insurance

Preservation of stability of the insurance companies,
especially in times of crisis and economic instability, requires the
development of new sales channels of insurance products. The

article examines the issues of formation and development of this
relatively new type of insurance for Russia as Internet insurance.
Theoretical analysis. Analyzed its advantages, challenges,
market mechanism. Discussed the organization of Internet representation
of the insurance company, the stages of Internet
security, introduction of CRM. Results. The author concludes
that the prospects of the development of this type of insurance in
Russia. In the context of increasing the capacity of the insurance
market needs to develop measures to promote co-insurance and
reinsurance in the Internet. Should encourage the development of
institutions of insurance and reinsurance by creating specialized
insurance associations, increasing the participation of Russian
insurers in international systems of reinsurance and coinsurance
contracts, the formation of guarantee funds and the use of other
cost-effective measures aimed at improving the capacity of national
operators of the market of Internet security.

Moral Component of Economic Consciousness and its Role in New Industrialization of Russia

The maintenance of national security and the
implementation of a strategic course for innovative development in
conditions of economic sanctions by the Western countries and the
need to raise the issue of new industrialization of import substitution
(reindustializacii). Implementation of the strategy requires action on
the reindustrialization of the financial resources of the innovation
process, affecting the economic interests of the subjects, moral
norms and the principles of economic consciousness. Methods.
The study uses treatment of concepts in the scientific literature, the
dialectic of the General and specific, multidisciplinary and production
approaches. Theoretical analysis. The article examines the
role of ethical-moral component of economic consciousness in new
industrialization strategy. Emphasizes the importance of moral and
ethical values and attitudes of entrepreneurs in making decisions on
the use of the proceeds-or for the development and modernization
of production, or for personal enrichment and export capital abroad.

Results. The level of morality of real proprietors of the national wealth
in Russia, financial oligarchy allows you to use the power of the State
not to invest in innovation, and in their own interests through corruption,
lobbying, development and adoption of the State budget and
other economic and political decision-making. From the entrepreneurs
observed deformation of ethical principles and standards of conduct,
which is manifested in violations of labour standards. Approach to
addressing violations of morality must be a system, and legislative,
economic, and psychological and ideological measures.

Technopark – Critical Infrastructure of National Innovation System

Introduction. The idea of creation and development of technology parks in Russia is productive and timely because of its versatility. Technology parks – is an effective mechanism of formation and the generation of innovative enterprises. Theoretical analysis. Рarks, being the subjects of innovation infrastructure, create conditions favorable to the development of industrial enterprises of scientific and technical sphere only when the fitted experimental base and attract highly qualified personnel. The article discusses the features of the creation of technology parks in Russia, including university technology parks. Results. The author analyzes the experience and substantiate the direction of development of technology parks in Russia and Saratov region. Based on these studies identified the main stages in the development of technology parks at the meso level (for example, the Saratov region). The focus of the work is emphasized on the functional model of parks, which reveal their importance to the national innovation system. Conclusion. Technology parks are able to support innovators at all stages of the innovation process, thus they accumulate innovative potential of regions and form a national innovation system of the country.
