Introduction. Each higher educational institution has its own peculiarities, which are reflected in the specifics of its management, it seems unlikely to single out certain canons of strategic management in higher education. In this work we set a goal to determine a common vision of the structure of higher education institutions strategic management, taking into account previously developed concepts.

In article practical questions of coordination between regional customs service and institutions of higher education are discussed. The problems of application of contemporary customs law as well as the necessity of qualification improvement in terms of Russia`s membership in the World Trade Organization are examined.
