In the article the reasons are revealed, and also base theories of regional economy regarding a substantiation of inter-regional social and economic disproportionality are considered. Unacceptability of realization of policy of regional development in modern Russia in which basis the principle of disproportional development of regions would lay is proved. 

Introduction. The problems of an adequate assessment of the differentiation of Russian regions are relevant insofar as to ensure the sustainability of economic growth and socio-economic development need to mitigate economic and social disparities between regions. The article is devoted to methodological aspects of the comparative analysis of per capita incomes in Russian regions.

 In the conditions of reforming of Russian economy when the change of governing system takes at times rather difficult forms, a special attention should be drawn to the problem of economic security of Russian regions. The article studies the interrelations of the notions «economic security», «economic security of the regions» and «regional crisis situation». Theoretical analysis. The article contains the comparative analysis of crisis situations valuation methods applied at the federal and regional levels.
