Organization of Regulatory Risk Management in Commercial Bank

Introduction. The absence of Russian corporate practice on the formation of a unified concept of internal control of commercial bank and methodological support of regulatory risk management process determines the relevance of the theory and methodology of approaches to the organization of internal control and management of regulatory risk in a business bank. Theoretical analysis. Regulatory risks are manifested with the emergence of the statutory or other regulatory legal act of direct or indirect exposure to the possibility of limiting the part of state bodies on the business processes of a commercial bank. Organization of management of the commercial bank regulatory risk consists in the activities of officials and divisions of companies, aimed at preventing and reducing the likelihood of regulatory risks, creating a comfortable legal environment for doing business. Empirical analysis. For the implementation of internal controls and facilitating the bank’s management bodies in ensuring its effective functioning, growth and development created the Internal Control as an element of internal control of commercial bank. Results. The vast majority of heads of departments recognize the usefulness and necessity of the implementation of measures to control the organization of regulatory risk, and is of particular importance not only to obtain regulatory risk level values expressed by a specific number, as the formation of the regulatory activity of the platform unit.

Process Approach in Providing Municipal Educational Institution of Hot Meals

Introduction. The urgency of studying the issues of management approaches to ensure that the process of providing municipal educational institutions of hot food is a serious organizational problems and imbalances in the financing of this sector. Theoretical analysis. The process of studying the municipal educational institutions hot meals analyzed through the prism of management solutions and the outsourcing concept to define requirements for the data management process, refining his manager and participants in the process, their role and influence on its effectiveness. The article describes the disadvantages occurring in the management process to ensure students of municipal educational institutions with hot meals. Results. Formulated the following principles: a systematic approach and the primacy of the documents, transparency, fairness and accessibility of information, the participation of independent representatives, consolidated responsibility for the development of the material base, the real evaluation of diners using quality satisfaction scorecard, the dynamics of sales and attendance, the number and seriousness of control observations aimed at improving the management process to ensure that students of educational institutions of municipal hot meals.

Management of Employment: the Role of Small Business in Achieving Effective Employment Region

Introduction. In the contemporary world the question of employment’s effectiveness is becoming more important. For the state not only issues of providing jobs for the economically active population arises, but also issues of effective work organization. Moreover, effective work process should be organized for all subjects involved in it. Theoretical background of the research. This study explores the researcher’s views on various questions of effective employment, offers author’s definition of full employment at the regional level. The performance indicators of employment are introduced. Description and results of the research. To achieve a high level of effective employment are encouraged to use such factors as the development of small business in the regions. The development of small business in the regions is proposed for use as a factor of achievement a level of effective employment. The article analyzes the impact of small businesses on the performance indicators of employment. Conclusions. Small business sector has a number of socially important functions, as well as an effective mechanism for achieving effective employment of the population of the region. However, for the successful implementation of all these features actively promotion of employment in small business in the regions is nesessary. To do this, you must create a comprehensive system of state support of small business in the regions.

Risks of Commercial Banks: the Regional Aspect of the Example Saratov Region

Introduction. Modern Russian banking system is going through a difficult period of reform and global change. Status of the Russian banking system reflects the general state of the economy and the financial sector of the country and the world. It is characterized by low immunity to numerous, including systemic risk, low maneuverability in a high level of uncertainty. All these factors reduce the functional capacity of the Russian banking system as a whole. Theoretical analysis. Risk management – a process consisting of five steps: risk identification, assessment and analysis, decision making, maximizing the positive and minimizing the negative consequences, monitoring, promoting a culture of risk management in the company. Empirical analysis. The position of regional commercial banks in the Saratov region in a difficult economic situation, however, is complicated by the high risk of external and internal environment. For the development and expansion of possibilities of lending to small and medium-sized enterprises must be at the federal level to facilitate regional commercial banks to access credit refinancing. One of the concrete actions can be a reference to federal regulators to allow banks to hold assets in a regional repository. Results. Further updating of risk categories allowed to evaluate and present ranked critical risks that are typical for the activities of the regional commercial bank.

Effective Management of Cultural Heritage Objects as Development Factor of Saratov Region

Introduction.The urgency determines the need to find new sources of the regional economy growth, one of which could be the development of cultural and historical environment of the region. Highly developed cultural and historical environment will increase the interest in the Saratov region for tourists from other regions of Russia, which ultimately have a positive impact on the Saratov region`s economy. Theoretical analysis. The theoretical basis of research was proved that market mechanisms do not fixed society needs to the initiation of the cultural values and the need to preserve cultural heritage. Empirical analysis. The author’s analysis showed difficulties with an open single body of the necessary statistical characterizing the activity data of the state bodies for the protection of cultural heritage. Results. The author’s algorithm of effective management of cultural heritage objects in the Saratov region consists of ten iterations. Realization of this algorithm allow to create effective cultural historical environment and to improve «recognizability» of region on inland tourism market, which contribute to a favorable image of the territory and increase the investment attractiveness of the Saratov region.


Introduction. One of the modern trends in the development of management and organizational behavior are the focus on the human factor, the personality, as a key resource of the organization and the strengthening of social and humanistic management orientation. In connection with this organization, operating in an uncertain environment should solve problems hindering the efficient use of human resources and the creation of favorable conditions for the development and realization of the potential of every employee of the organization, resulting in an increase in the importance of social components of management: organizational culture, social justice for workers, management ethics, organizational socialization, social activity of the individual, the social responsibility of organizations. The article examines the place and role of socialization in human resource management system in the new model of organizational behavior. Theoretical analysis. On the basis of generalization of existing theoretical research on socialization in the article given the definition of organizational socialization, disclosed its immediate and ultimate goals are formulated functions are considered stages of socialization and the problem of deviant behavior of staff. Results. It was found that the effective socialization of the person in the new model of organizational behavior must form not only member of the organization, but also its citizen, a patriot who possessed not only the necessary knowledge, skills, roles, norms and rules of conduct, but also aware of their duties and responsibilities for the decision organizational problems and binds its further development and career with work in the organization.

Principles of Levelling of Negative Consequences of Influence of Risks on Efficiency of Projects of Corporate Merges and Absorption

Introduction. Risk management of merges and absorption possibly through impact on the system generating them. It caused need of research of properties of space of corporate integration as a complicated open system for formation of understanding about the nature of these risks, a choice of the effective instrument of management of them for the purpose of stimulation of efficiency of strategic corporate integration. The formulated purpose is achievable at the expense of a scientifically based choice of the instrument of leveling of negative consequences of influence on projects of merges and absorption of various risks. For this purpose, on the basis of research of the system properties of space of corporate integration generating its riskogennost the system of the principles of risk management of merges/absorption is created. Methods. The principles were formed on the basis of application of a method of the design of systems (system approach) focused on the solution of the problems connected with systems taking into account their interrelation and a solidarity of purpose with big (super) systems which they enter. Results. On the basis of application of this method the system of the principles of effective leveling of negative influence of risks in the conditions of occurrence of complicated system of space of corporate integration into big (super) system is created. Conclusions. The substantial description of the formulated principles taking into account system essence of an environment of the corresponding projects confirms about compliance with it the instrument of insurance. Insurance is recognized as the tool allowing to provide minimization of negative influence of risks of implementation of projects of merges and absorption on their result and at the same time to prevent possible deterioration of a condition of the social, economic and political systems connected with these projects.

Financial and Legal Basics of Individual Investment Accounts: the Experience of Developed Countries and Prospects in Russia

Introduction. The article is devoted to new Russian financial instrument – individual investment accounts (IIAs), which is widespread in developed countries. Active participation in operations on the stock market is an indicator of its maturity, providing the transformation of individual savings into an economy needs investment. Theoretical analysis. The explores the use of IIAs in the US and the UK. The experience of these countries for Russia not only because the economy receives a «long money», but many families invest in these tools in order to obtain a higher return than on Bank deposits. Important tax benefits for a certain amount of fees at IIAs. Conclusions. The result of this study was to identify the need to create in the Russian Agency on insurance of investments in IIAs, and to consider the extent of investment risk factors must be used. The conclusion about the possibility to renegotiate the terms of the annual contributions of IIAs is to provide the right to transfer fees for next year, and in exceptional cases – to use part of the IIAs.

Identification of Actual Threats for Export Control System: International and Russian Experience

Introduction. The article focuses on the reasons of the emergence of new threats and «break points» in the export control system both at regional and global levels. There is the characteristic of the given system in Russia, including the activities of the special authorities, as well as the summary description of the activities of the international export control regimes. Theoretical analysis. The author gives the positions, which were formed at the international meetings of the export control regimes, as well as at formal and informal meetings with business representatives. It is concluded the need for a more frequent interaction between export oriented public and private organizations in order to exchange the information in world economics’ sphere, including circulating the best practices in this sphere. Results. It is analyzed and classified two groups of problems in the field of export control: brokering and transit operations, intangible transfers. We study the international and Russian experience in world economics in overcoming challenges and threats to the export control system, we also make the examples. All of this brings to the conclusions of the need to develop unified procedures in the control of brokering and transit operations, control of cyberspace through a mechanism for obtaining a license.

Тo the Question of Preferential Tax Treatment for Small Businesses in Saratov Region

Introduction. In the context of economic crisis in Russia there is an urgent necessity in state support of small businesses, especially in the form of reducing taxes for businesses in the region. We have to analyze the preferential tax treatment for small businesses in Saratov region and its impact on the development of small business in recent years. It determines the relevance of the study. Theoretical analysis. In Saratov region preferential tax treatment for small businesses is presented in a number of regional laws. In particular, there are differentiated tax rates in application of simplified taxation system for certain categories of taxpayers; there is a two-year «tax holiday» for 11 types of businesses in the patent system of taxation and 72 types of businesses under the simplified taxation system. From January 1, 2016, the cost of patents for certain types of activities was reduced as well as the number of business activity types falling under patent system of taxation was also expanded. Discussion of results. Positive trends in the development of small businesses and the receipt of taxes to the regional budget in recent years has revealed the need for extension of differentiated tax rates in the region at the application of simplified taxation system and confirmed the effectiveness of legislation adjustment on patent system of taxation. The existing mechanism of «tax holidays» can be an essential support for small businesses in conditions of some changes, for example, extension of the grace period under condition of obtaining certain positions by taxpayer, the distribution of incentives on current enterprises.
